NAAC: Introducing Binary Accreditation System for Colleges

The National Assessment and Accreditation Council (NAAC) is ushering in a significant transformation in the way it evaluates colleges and universities across India. Set to launch in June, the new “binary accreditation” system marks a departure from the traditional multi-grading system, aiming to revolutionize the quality assessment landscape in higher education.

Goodbye Grades, Hello Accreditation:

Under the binary system, institutions will receive a straightforward “accredited” or “not accredited” designation, eliminating the complexities of the previous letter-grade system (A++, A+, A, etc.). This move aims to incentivize all institutions to participate in the accreditation process, fostering a culture of quality improvement throughout the higher education sector.

Focus on Outcomes:

The shift towards prioritizing processes, outcomes, and impact over input-centric evaluations is a key aspect of the reforms, as emphasized by Anil Sahasrabudhe, Chairperson of the Executive Committee at NAAC. This aligns with the overarching goal of creating a transparent and result-oriented accreditation framework, as advocated by the National Education Policy (NEP) 2020.

Driven by Recommendations:

The reforms stem from recommendations outlined in the “Reforms for Strengthening Assessment and Accreditation in Higher Education Institutions” report, released by the Ministry of Education earlier this year. Championed by a panel led by K Radhakrishnan, former chairman of ISRO, these transformative reforms underscore the government’s commitment to enhancing the quality and accountability of higher education institutions.

Roadmap for Implementation:

NAAC’s executive committee has laid out a comprehensive roadmap for the implementation of these reforms. The binary accreditation system will be introduced in two stages, with the maturity-based grading system slated for rollout in December 2024. Furthermore, NAAC aims to achieve a staggering 90% coverage of institutions under the accreditation umbrella within the next five years.
